I believe this is intentionally functionality, so this bug should be
wontfix.  Being able to hide both these panels enables maximizing the
view of tasks.  For instance this can be useful on small formfactor
devices such as PDAs or netbooks.

...otherwise the user can narrow them until they are uselessly small/completely hidden.
