My hypothesis is that it remembers its dimensions (width and height) but
doesn't remember its "maximization state".

Status in Getting Things GNOME!: New

Bug description:
Maximize the gtg window, close GTG and launch GTG again. You will notice that it is "almost maximized" but not really, just resized.

This can be seen in a pretty obvious way if you maximize, quit gtg, change the screen resolution and open gtg.
