About your proposal how to solve my problem using GTG's current functionality. It is great idea!
But a man usually thinks from the first or current step to next, and so on. It is natural thinking process. In some cases a man can't to conjecture some of necessary steps at the firs moment. In those cases initial plan needs to be rewrote, some steps will be added, some will be modified, and some may be deleted from initial plan. So by my opinion, more natural for plan explanation is sequence from first step to the last. This structure is more comfortable for any possible modifications, is not it? By the way, using this approach we can see in the task description all main steps for the task solving.
There are main reasons for my proposal.
