Actually that's twitter doing the truncating, but there is a work-around.  See the patch I posted below:

Bug description:
  This often happens with when displaying retweets. Obviously twitter
  does not count "RT @otheruse" fully as characters, but as one (I
  think). But gwibber cuts it off at 136 characters and finishes with "
  ...".
