My concern was missing cases where the triager didn't do the work
correctly.  In the list there are about 240 bugs that are duplicates.
I'll remove these and try to think of a smarter way to find bugs where a
duplicate has a bug watch and a master bug does not have the same watch.

I noticed that some bugs are reported by harvest while they are dupplicates of fix bug (look at bug 189101 and bug 53214).

I think it is a bug :)
