I've updated the patches.csv to not include bugs that have either
ubuntu-universe-sponsors or ubuntu-main-sponsors subscribed to the bug
report.  It was a difference of about 109 bug reports.  I did a spot
check on them and it looks right to me.

Bug description:
The patches opportunity currently returns bugs that already are in the sponsorship queue, i.e. ubuntu-universe-sponsors or ubuntu-main-sponsors, are subscribed to the bug report.  Bug reports with either team subscribed should be excluded from the query since they are being identified separately.
