The patches opportunity currently returns bugs that already are in the
sponsorship queue, i.e. ubuntu-universe-sponsors or ubuntu-main-
sponsors, are subscribed to the bug report.  Bug reports with either
team subscribed should be excluded from the query since they are being
identified separately.
