Public bug reported:

Implement "read-only" opportunity lists. Opportunities like Launchpad
bugs should be commented on in Launchpad, not in Harvest. On the other
hand opportunities that are "read-only" should be commentable.

What we have right now is:
 - comment field in the UI
 - opportunitylist.commentable attribute

Do we want this to be specified in the admin/ interface? In the .csv
file? Base it on hostnames?
