I can't reproduce it here. It seems related to some special control points.
This is nothing new, here nothing changed in the last releases.
I downgraded the error message to a information which is only display in debug builds.

  Error using fine-tune

Bug description:
  When clicking using "Fine-tune all points", although the process gives correct results, I get the following error:
  12:15:10: ERROR:  (C:\daten\Hugin\hugin-hg\src\hugin_base\vigra_ext/Correlation.h:1059) vigra_ext::PointFineTuneRotSearch(): subpixel estimation not done, maxima to close to border

  The path used in the error message (c:\daten\) does not exist in my
  system.
