Public bug reported:

In the installer or zipfile for Windows the smartblend wrapper and the instrutions for it are missing. Now you have to download it separately.
Can it be packed with the installer and zipfile. Only the wrapper and instructions for it and NOT smartblend, view  possible patent issues.
