[Bug 829323] [NEW] No rule to make target error in win7

Public bug reported:

Using Hugin 2011.0.0.0fd3e119979c under win7 64bit with an administer privilege account
I have tried a variety of photos from several directories
(some previously successfully used to stitch into a panorama using panorama plus)
each time I get:

nona is ok
enblend is ok
enfuse is ok
hugin_hdrmerge is ok
exiftool is ok

Stitching panorama

"C:/Program Files (x86)/Hugin/bin/nona" -z LZW -r ldr -m TIFF_m -o "DSCF0049-DSCF0052" -i 0 "C:/Users/kht/AppData/Local/Temp/hug56B8.tmp"
make: *** No rule to make target `Mar)/DSCF0050.JPG)', needed by `DSCF0049-DSCF00520001.tif'. Stop.

Found error log #816022
and tested 2 photos in the middle of a series so items definitely there.

This error happens every time I run Hugin - so it's not sporadic (for
me).

I also tried changing output from tiff to jpeg to see if that made a difference.
The argument line still showed 'tiff' so didn't seem to be registering changed parameter.

** Affects: hugin
     Importance: Undecided
         Status: New
