chcp is not an external dependency, it is a program which belongs to windows. It should be exists on all windows version, maybe your install is corrupted.
Also it does more than "only stating the codepage". It can change the codepage, which is necessary to support international filenames.

Bug description:
  I had a few problems that others were facing. Hugin didn't work in
  2000, so I installed XP. Then the images weren't aligning, no matter
  what control point detector I used, and if I entered them manually
  then it wouldn't stitch and would complain about not finding chcp.

  I never had a copy of chcp, I copied one from someone else's computer,
  and these problems are now fixed for me.

  But why should a program like hugin rely on an external program like
  chcp.com? Especially if all it does is state a codepage. Are you able
  to stop this dependency?
