I don't see a problem in this.
Both packages are independent from each other. So this should be problem.

Status in Hugin - Panorama Tools GUI:

Bug description:
  Hi,

  when I take the current .7z windows builds
  (Hugin_2013.0.0-beta1_64bit_Windows.7z and
  Hugin_2013.0.0-beta1_32bit_Windows.7z) the align_image_stack files are
  build differently.

  The 32bit version is 266KB in size and uses 4 other (huginbase, huginvigraimpex, msvc+) Dlls.
  The 64bit version is 10060KB in size and doesn't seem to need other dlls.

  This applies to all other .exe files, too. I don't see a reason, why
  the 64bit build doesn't use dlls.

  Moreover you should pay attention when you ship a vcomp*.dll, but not
  the corresponding msvc* dlls (applies to both 32 and 64 bit).
