The only advantage of installing to /usr/local is that you can 
delete this folder and get back to a clean system.  If we are 
installing some stuff to /usr and other stuff to /usr/local then we 
are just making a mess - on a Linux distribution all files in /usr 
are typically controlled by the package manager.

Also it should be possible to do an install as a normal user to a 
private folder (e.g. when building rpm packages), this will fail if 
we try to create files in /usr/share.
