The default branch can now use the wix toolset via CPack to create the
installer. This configuration installs also the necessary runtime libs
(at least for MSVC2015).

Bug description:
  The Windows installer should check for and, if necessary, install the
  MS Visual C++ runtime. Without it Hugin doesn't work, because enblend
  doesn't work.
