  Installer should install VC++ runtime to make enblend work

Status in Hugin:
  Fix Committed

Bug description:
  The Windows installer should check for and, if necessary, install the
  MS Visual C++ runtime. Without it Hugin doesn't work, because enblend
  doesn't work.
