  Fix Released

Bug description:
  Currently we increment the followed count before checking the
  condition. This may be a problem if the condition includes checking
  the followed count..

  Its in follow-link2. reader.scm(line961). need to swap the set-
  followed line after the check-rule-condition and goto-node code
