Bug description:
Setting a fact in a link vs. setting a fact in a node rule leads to
inconsistent results. See attached test case. Link carl->diane has
condition fact "can switch" == true. If "can switch" is set to false
in node carl's node rule, then carl->diane is correctly disabled. If
"can switch" is set to false in the link from cctv to carl, then
carl->diane is displayed active, but cannot be clicked.
