  version 2.1 import chokes on actions

Status in HypeDyn:
  Fix Released

Bug description:
  Importing a version 2.1 file throws an exception if there's an action.
  Reason: actions in v2.1 are strings. This is not a problem for loading
  files, but for import the IDs in an action must be offset during
  loading, at which point the action has not yet been converted.
