Bug description:
  In the gpx that igotu2gpx I see:
  <time>2011-10-20T17:04:17.499--8:00</time>

  However, the timezone in my area (oregon) is actually -7

  Bug I assume?
  $ $ date "+%c %z"
  Thu Oct 20 18:40:08 2011 -0700
