I tracked down a bug in the dMirr software which we wrote to run our
MirrorList server, among other things.  I've applied the bug fixes to
production and am confident this will resolve your issue.

Can you please check once more, and verify that the mirrorlist is
functioning for your IPs?

Bug description:
This produces an error for me yum update. Now I try to IUS repository.

[root@testserver ~]# yum update

Could not retrieve mirrorlist http://dl.iuscommunity.org/mirrorlist?repo=ius-el5&arch=x86_64 error was
[Errno 14] HTTP Error 500: Internal Server Error
Error: Cannot find a valid baseurl for repo: ius
