I recall now that mod_fcgid replaced mod_fastcgi in Fedora.  What
exactly are your issues with mod_fcgid?

Bug description:
  Originally thought we wouldn't support php53 on ius-6, however users
  in #rhel are asking about it as the stock php in RHEL 6 might not be
  cutting it.
