Nathan, thanks for the feedback.  SQLite is bundled with PHP 5.3.  There
is no -sqlite subpackage, but it is provided.  Our development spec has
the following entry:

* Mon Feb 21 2011 BJ Dierkes <wdierkes@xxxxxxxxxxxxx> - 5.3.5-4.ius
- Add 'Provides: php53u-sqlite3' under -common sub package.
  Resolves LP#722648


Regarding mod_fastcgi, have you considered joining the Fedora/EPEL packagers and submitting that to Fedora/EPEL?  IUS only adds 'replacement' packages so it wouldn't fit here, but would be a solid addition to Fedora/EPEL (and since IUS relies on EPEL... IUS users would benefit as well).

  Originally thought we wouldn't support php53 on ius-6, however users
  in #rhel are asking about it as the stock php in RHEL 6 might not be
  cutting it.
