Here is some additional information regarding the libjpeg and PHP
5.3.22.  Our packages are built off the current stable release of RHEL,
so php53u-5.3.22 was built off RHEL 6.4.  Installs were failing for
CentOS's current stable release which was 6.3 at the time.   Jeff was
trying a working around to buy us time till CentOS 6.4 got released.  By
default, all new releases stay in the testing repos for two weeks before
getting pushed to the stable repos unless a release has fixes for CVEs.

PHP 5.3.23 got released before the two weeks were up for 5.3.22,
contained fixes for CVEs and got released after CentOS 6.4 got released.
The work around Jeff was trying is not needed for PHP 5.3.23 as CentOS
6.4 got released before PHP 5.3.23 and got push without the two weeks in
testing repos as it contained fixes for CVEs.
