I was able to install
/pub/ius/development/Redhat/6/x86_64/libmemcached10-1.0.13-2.ius.el6.x86_64.rpm
and /pub/ius/development/Redhat/6/x86_64/php54-pecl-
memcached-2.1.0-2.ius.el6.x86_64.rpm

# php -v
PHP 5.4.19 (cli) (built: Aug 23 2013 12:23:34)
Copyright (c) 1997-2013 The PHP Group
Zend Engine v2.4.0, Copyright (c) 1998-2013 Zend Technologies

# php -m
...
memcached

So far, everything is worked as expected.
