The Fedora package I ported from does not invoke the upstream test
suite, so I did not enable it either.

As far as how much testing is sufficient, we will leave that up to your
judgement.  I have never dug deep enough into rsync options to be able
to think of what I would want tested.  Just use it in your normal
workflow and let us know if you find any issues.
