[Bug 1207944] [NEW] usb 2.0 ports are not working - Ubuntu 13.04

I have a Sony Vaio SVT131A11L laptop. The usb 2.0 ports are not working,
but the USB 3.0 port does. They appear in lspci and lsusb, but devices
connected to them do not work. There are no messages in dmesg when
something is plugged into the 2.0 port.
