[Bug 1413969] [NEW] evaluate the utility and overhead of CONFIG_ NO_HZ_FULL

We have inconsistant settings for CONFIG_NO_HZ_* and as part of that we
have moved to a consistent CONFIG_NO_HZ_IDLE (bug #1413968).  We wish to
evaluate the overhead of CONFIG_NO_HZ_FULL as part of determining if we
should move to this being on across the board.
