[Bug 1438938] [NEW] Add support for POWER8 NVL processor for ppc64el

To add support for that new processor variant. The cores are identical to POWER8 so there is no difference
to the kernel to get things booted and installed. It adds the "nvlink" function for which separate patches
will be submitted later, but at least with the above commit, the machines will be able to boot.
