[Bug 1450825] [NEW] Reading from /proc/brcm_monitor0 causes lockup of CPU

Steps to reproduce:
Install and use bcmwl-kernel-source
$ cat /proc/brcm_monitor0
What happens:
$ dmesg
...
Watchdog detected hard LOCKUP on cpu 1
...
Tested on Trusty and Vivid.
The file is readable by everyone. At least change this to only root.
