Andreas Gruenbacher, thank you for reporting this and helping make
Ubuntu better. As per http://www.dell.com/support/home/us/en/19/product-
support/product/inspiron-15-3531-laptop/drivers an update to your
computer's buggy and outdated BIOS is available (A03). If you update to
this following https://help.ubuntu.com/community/BIOSUpdate does it
change anything?

If it doesn't, could you please both specify what happened, and provide the output of the following terminal command:
sudo dmidecode -s bios-version && sudo dmidecode -s bios-release-date

Please note your current BIOS is already in the Bug Description, so
posting this on the old BIOS would not be helpful. As well, you don't
have to create a new bug report.

Title:
  Ubuntu 15.04: Huawei E3131 HSPA+ USB Stick not working

Status in linux package in Ubuntu:
  Incomplete

Bug description:
  Hello, I cannot get a Huawei E3131 HSPA+ USB Stick to work.

  The stick first shows up as device id 12d1:1f01. usb-modeswitch then
  causes it to switch to id 12d1:14dc. However, that's not an id that
  the kernel knows about, and nothing further happens. A 'modprobe
  option && echo "12d1 14dc" > /sys/bus/usb-
  serial/drivers/option1/new_id' doesn't help, either.

  When I disable the usb-modeswitch package and do the mode switching by
  hand as suggested at http://wiki.ubuntuusers.de/USB_ModeSwitch as
  follows:

    usb_modeswitch -v 12d1 -p 1f01 -M
  '55534243123456780000000000000011062000000100000000000000000000'

  The device switches into a different mode and identifies as id
  12d1:1001. I then get some /dev/ttyUSB* devices, but NetworkManager
  still doesn't recognize the modem and I don't get the choice of
  establishing a connection.

  Any pointers what I could try to get the stick working? Thanks!

  (When I use a MF190 stick which initially identifies as id 19d2:2000, usb_modeswitch causes it to switch to id 19d2:0117, I also get some /dev/ttyUSB* devices, and everything works perfectly well.)
