[Bug 1468215] [NEW] Kernel boot stuck on ARMv8 Moonshot after update kernel

I’m facing an issue when I tried to update the kernel of Ubuntu 14.04.2
using the following command form 3.13.0-48-generic to 3.19.0-18-generic.
And I’m getting the following log in the console, I also see error in
the dmseg that related to xgene-ahci kernel module during boot. (For the
full log, check the attached file).
To reproduce:
# apt-get install linux-headers-3.19.0-18 linux-headers-3.19.0-18-generic linux-image-3.19.0-18-generic --fix-missing
# reboot
Log from the console:
Gave up waiting [ 43.084437] hidraw: raw HID events driver (C) Jiri Kosina
for root device.[ 43.160141] usbcore: registered new interface driver usbhid
Common problem[ 43.240734] usbhid: USB HID core driver

- Boot args (cat /proc/cmdline)
- Check rootdelay= (did the system wait long enough?)
- Check root= (did the system wait for the right device?)
- Missing modules (cat /proc/modules; ls /dev) ALERT!
/dev/disk/by-uuid/1120da76-d149-483b-9274-c772853293fc does not exist. Dropping to a shell!
