[Bug 215624] [NEW] Philips Semiconductors DVB TV Tuner Card Not Working

My Medion MD96420 came with this DVB-T Tuner card, which doesn't seem to
have any drivers either out of the box or from v4l-dbv. As far as I can
tell, the remote control for it doesn't work either. Here are some
