  Low speed when transferring files over USB flash drives

  Invalid

Bug description:
  Low speed when transferring files over USB 2.0 and USB 3.0. Example USB flash devices with FAT that demonstrates this problem:
  ID 13fe:4100 Kingston Technology Company Inc.
  ID 090c:1000 Silicon Motion, Inc. - Taiwan (formerly Feiya Technology Corp.) 64MB QDI U2 DISK

  If the USB drive is not empty, the transferring speed is lower. the
  bigger the file, the slower the speed. Here are my tests:

  from HDD to USB (FAT):
  1. 450 MB in 4 sec. (USB sitck EMPTY) 112.5 MB/s
  2. 450 MB in 52 sec. (USB stick not EMPTY) 8.6 MB/s
  3. 735 MB in 26 sec. (USB stick EMPTY) 28.2 MB/s
  4. 735 MB in 40 sec. (USB stick not EMPTY) 18.3 MB/s
  5. 735 MB in 3 sec. (after formatting USB stick) 245 MB/s
  6. 1,5 GB in 3min35 (USB sitck EMPTY) 6.9 MB/s
  7. 1,5 GB in 4min31 (USB stick not EMPTY) 5.5 MB/s

  from HDD to USB (ext4)
  1. 450 MB in 1 sec. (USB sitck EMPTY) 450 MB/s
  2. 450 MB in 52 sec. (USB sitck not EMPTY) 8.6 MB/s
  3. 735 MB in 14 sec. (USB sitck EMPTY) 52.5 MB/s
  4. 735 MB in 1min (USB stick not EMPTY) 12.25 MB/s
  5. 735 MB in 16 sec. (after formatting USB stick) 45.9 MB/s
  5. 1,5 GB in 3min04 (USB sitck EMPTY) 8.1 MB/s
  6. 1,5 GB in 5min14 (USB stick not EMPTY) 4.7 MB/s

  from USB (FAT) to USB (FAT)
  1. 735 MB in 10 sec. (USB sitck EMPTY) 73 MB/s
  2. 735 MB in 4min (USB stick not EMPTY) 3.0 MB/s

  I tested the ext3 filesystem and I had the same results.

  This is not reproducible using USB external HDD with FAT:
