looking at syslog I see a bunch of : 
toshiba_acpi: Unknown key 158

nothing on acpi_listen

switching to willy kernel seems to partly solve the problem
# uname -a

the fn key seems to toggle the "Soft blocked" attribute. So still no
wifi. This looks similar to https://askubuntu.com/questions/709377/wi-
fi-is-disabled-by-hardware-switch-on-toshiba-satellite-p855-335
