Network timeouts in Raring

Bug description:
I migrated to Raring two days ago (from Quantal, that came from a
cleanly-installed Precise).
Nothing else changed: it's a desktop machine plugged by ethernet to a
modem connected through fiber to my ISP.
In these two days I noticed a lot of timeout situations, when...
- doing requests to upload photos to Flickr through flickrapi
- scp'ing a file from an internal Canonical server
- ssh'ing to a server of mine
- when trying to do bzr branches from Launchpad
As you may imagine, it's hard to know when they would happen. But they
happen, consistently. And didn't happen at all before migrating.
How can I start to debug this? Do you know about something that
changed that could explain this?
