[Bug 1558720] [NEW] [Hyper-V] patches to allow kdump crash through NMI

Hello,
Please include the below patches into Xenial, previous releases might also require it.
These allow for a crash to be triggered through a NMI call, and for the whole crash process to complete successfully.
Otherwise, the VM might just hang and not write the dump core files.
