Daro, could you follow ups:
1) Have you used badblocks to confirm there are no bad sectors on the drive?
2) How are you making the USB bootable environment?
3) What ISO are you using precisely when making the bootable environment?

Title:
  Ubuntu 15.10 fails to boot from Sandisk USB stick

Status in linux package in Ubuntu:
  Incomplete

Bug description:
  Booting from Sandisk USB stick fails and stops on "device descriptor
  read/64, error -71" and "device not accepting address 6, error -71" on
  Dell Latitude E5420 Laptop. I tried every USB socket but without
  success. Booting with "rootwait" parameter does not help either.
