[Bug 1579337] [NEW] Liberation Serif 'fi' and 'fl' ligatures on wrong Unicode position

Public bug reported:

In LiberationSerif-Regular.ttf (in
/usr/share/fonts/truetype/liberation/), there are two ligatures defined:
'fi' on position U+F001 and 'fl' on position U+F002 (I've checked that
with Birdfont).
https://en.wikipedia.org/wiki/Alphabetic_Presentation_Forms says that
those ligatures should be on U+FB01 and U+FB02. As they are located on
different positions, they are not shown, i.e. in LibreOffice Writer.

** Affects: linux (Ubuntu)
     Importance: Undecided
         Status: New
