radeon.ko not loads automatically after updates

Bug description:
I think after updating libudev1 to latest version from repos:
- on boot system cannot load radeon.ko module
- some other things not loaded (cpu governors for example, only performance is present)
- a tried deifferent kernel versions (4.4.0-24, 4.6.0, 4.6.2) and problems hasn't gone
- I take this problem only with new installed 4.6.2 kernel, but after updating initrd image problem present on all kernels
I'm Linux developer and you can ask me for some additional info which
can help to solve this problem. I think this problem is only software
related.
