[Bug 1246033] [NEW] Installation of Ubuntu 13.10 (and13.04) with encypted disk - password problem

Hi,

I noticed the permanent bug - i found it in 13.04 and in 13.10 too

How to reproduce:

1) Start CD installation of Ubuntu 13.10 64bit for example
2) To choose other (not English) language. I chose the Russian.
3) After some steps i choose encrypt whole disk
4) I enter the password. I cannot find anywhere keyboard layout options but i am sure there only a russian characters are typed in russian keyboard layout. But i want to English_US keyboard layout as common variant!
5) Installing...
6) Restarting
7) When we will be asked to enter the password for disk - no matching password... I think because after installation i asked in English layout but the password was saved in russian (UTF-8) one. I don't have any options to change layout because it happens right after BIOS. So i cannot use the Ubuntu. :(

Summary - i should install system in English if i want to have the
encrypted disk. But i am russian and it's very stupid situation -
installation of Ubuntu with encrypted disk in russian language...
