[Bug 1246246] [NEW] Bluetooth cannot be re-enabled when disabled by the user

When bluetooth is disabled via Bluetooth icon, it cannot be re-enabled
without deleting /var/lib/bluetooth/MAC Address folder and rebooting the
computer.
