  Ubuntu server 13.10 install USB "shutdown"

Bug description:
  Here's the basics:
  I create a USB installer of 13.10 Server 64-bit.
  boot a Zotac Zbox nano (AMD E2-1800 APU processor) with 8Gigs of RAM
  The boot options screen loads normally. I elect to install the server manually.
  Linux boots.
  The installer prompts for my language. At about this same time (its all pretty fast up to here, so I can't say its exactly the same moment), something happens with USB. The system doesn't shut down, but all power to all USB devices shuts down. unplugging and re-plugging in devices makes no difference. The keyboard has no power, so I cannot proceed with the install. I actually noticed the USB is turned off because the mouse is normally lit up but suddenly is no longer.
  To do anything, I need to power cycle.

  I tried checking for defects in the install media, and it runs pretty
  normally, but again, USB power shuts down, so when the check is
  complete with no errors, I cannot hit enter to continue. As a result,
  I do not believe that the installer is crashing: I think there is
  something stopping only the USB drivers.

  Fedora 19 installs normally on this machine.
  Things I intend to try: (I'll update as I try them)
  13.10 server 32-bit.
  13.10 desktop 64 and 32-bit
  12.04 server

  This machine has no PS/2 ports, so I cannot try alternate keyboard
  types.
