Hence, as per http://www.dell.com/support/drivers/us/en/19/Product/latitude-6430u-ultrabook an update is available for your BIOS (A06). If you update to this following https://help.ubuntu.com/community/BiosUpdate , does it change anything? If it doesn't, could you please both specify what happened, and just provide the output of the following terminal command:
sudo dmidecode -s bios-version && sudo dmidecode -s bios-release-date

  [Dell Latitude 6430u] 413c:819b 3G modem is not working

Bug description:
  CID: 201208-11537 Dell Latitude 6430u

  There is a SIM card slot on this system, however, there is no such
  option for it to connect to 3G network in the Network Manager

  But there is one extra non-working Ethernet device in it, "Novatel
  Wireless HSPA" [413c:819b]

  I guess maybe it's for the 3G modem, but was incorrectly detected.
