Tom Frost, thank you for your comments. As per http://www.dell.com/support/drivers/us/en/19/Product/inspiron-531s an update is available for your BIOS (1.0.13). If you update to this following https://help.ubuntu.com/community/BiosUpdate , does it change anything? If it doesn't, could you please both specify what happened, and just provide the output of the following terminal command:
sudo dmidecode -s bios-version && sudo dmidecode -s bios-release-date

Bug description:
  Running Ubuntu 12.04.1 LTS under kernel 3.2.0-33....after updating to new 3.2.0-34 kernel and rebooting, I got an error message
  stating that my PC could only operate in "low graphics mode"....I answered OK and then it went to a screen with 4 options...I tried
  all 4 options without any success...it would not boot and just hung up...

  I managed to get running with a live CD of 10.04.1 LTS so I could get onto the Forums to get help...at the suggestion of one responder I managed to get back to the working 3.2.0-33 kernel...he then suggested that I try the new 3.7.0--rc7 kernel for
  raring ringtail to see if the bug was there ...it appears to be there also...

  I suspect the problem to be associated with my Nvidia graphics card or
  driver not being compatible with the new kernels...
