running ubuntu 12.04, latest packages

machine is a samsung  9 2012 900B series, sandy bridge i5

how to reproduce...

turn on machine, battery charging/not charging state is correct... then
plug in / unplug AC

expected result: state changes to reflect power attachment, brightness
and power management policy changes

actual result: icon stays the same, looking at powertop reveals many
settings stay on their power hungry settings even though the machine is
running on battery now...
