[Bug 1283384] [NEW] regression: Lenovo T420s idle power consumption 7W->12W

Hi, didn't notice this before but looks like my laptop is consuming a
lot more power than on saucy, and it's not caused by i915 locked on to
higher gpu frequency (checked
/sys/kernel/debug/dri/0/i915_cur_delayinfo).
