[Bug 1299308] [NEW] System slows/chugs/stutters then freezes when physical memory is low kswapd0

My laptop I have loaded with 13.10 and right off the bat I noticed that
sometimes out of the blue the mouse would start skipping, the system
would become unresponsive, and then completely lock up, only a power off
would restore it. The next time I caught it and closed some apps right
away and the system stayed alive, but following me opening more the
behavior was reproduced. I started watching top while this happened and
I see kswapd0 is active and my physical memory (only 2GB) is low prior
to the system grinding to a halt. I'm operating an a sata3 ssd for disk
and I have 2GB of swap space which was hardly used... bandwidth is
lightning as you would expect so it's not like I have a slow swap space
that I'm just waiting for (besides, it doesn't seem to ever wake up).

... seems to have a number of users toward the end complaining of the
same symptoms and they were directed to file something here, however I
didn't see any responses back indicating that it had been done, and as
my system is fully up to date I have to assume this issue remains.
