[Bug 1308751] [NEW] Transfer to USB drive slows down to a crawl

This is a duplicate of bug #500069 filled to be able to track the
hardware as instructed by  Christopher M. Penalver.

This problem has been affecting this computer release after release for as long as I can remember.
Kernel is 3.13.0-24-generic #46

When transferring 2.7 Go to a fat32 formatted USB drive, transfer starts
at 50 Mb/s and finishes at 5.6 Mb/s, with the transfer dialog staying
open for minutes with 0 Mb left to transfer.

Please let me know how I could provide extra info, run more tests.
