[Bug 1319116] [NEW] Processor getting cooked

I Just earlyer looked at my processor temp and its going up to 67 Celsius =   152 Fahrenheit
I am not Over clocking plus a recently cleaned my fans and heat sync, plus i realized That my fans are not speeding up at even when the processor is heating up to 71 Celsius = 160 Fahrenheit  AMD processor  Ive heard some kernels Made it that it dont spin up to much and fans goin loco but when it gets that Hot when ur 3 feet away from it and still feel the heat coming from ur computer 
Plus i've noticed that the SATA hard drive is at 41° C / 106° F and usin the AAM at 128
should it be slowing down or be slow?
Maybe its the heat from the processor heating the hdd up 
I am usin TWO Fans on the Processor to Keep it cooled down 1 Taped to the door Caddy (over the processor) lol 
and 1 Screwed in on top the processor
I've tested this on 3.13* (latest) of May 13th 2014
and on Kernel 3.15 RC5 
My speculations are:
